Design supervision

The design supervision is a final stage of designing process.

The design supervision is provided for all facilities under construction, including pharmaceutical production facilities, and is carried out by the detailed documentation developers.

Factory construction is a complex process itself, and performance of construction works under such design is also difficult. The design supervision is necessary to avoid mistakes during factory construction, as well as to monitor possible design changes during construction.

The design supervision is carried out in accordance with SP 11-110-99 "Design supervision of buildings and structures construction".


The design supervision is aimed at:
  • identifying deviations from the design;
  • making decisions on necessary changes to the design.

Prior to the construction, responsible staff is appointed by a design supervision order to monitor overall construction progress.

The staff who carry out the design supervision visit the construction site for provisional acceptance of crucial structures and inspection of concealed works within the time limits stipulated by the schedule, as well as on a special call of the Customer or contractor in accordance with the contract (by an administrative document).

For the entire period of construction and installation works, the general designer maintains the Design supervision log-book, where all deviations from the design documentation adopted during construction are recorded.


The main objectives of the design supervision are related to monitoring and should be aimed at:
  • ensuring compliance with construction techniques. The detailed documentation specifies certain techniques and methods of work. A works execution project determines the procedure and conditions for implementation of such works. The design supervision must ensure that the works comply with the requirements of these documents;
  • achievement of design values. Type, properties, location and other "in kind" characteristics of a facility under construction must comply with the design values;
  • reliability of documentation. Each type of work and construction stage is accompanied with as-built documentation. It is drawn up based on the actual scope of work and records execution of solutions. The design supervision should completely and correctly reflect implemented design solutions in the as-built documentation;
  • use of permitted materials and equipment. During designing, materials and equipment that meet safety, durability, reliability and environmental requirements are selected. Based on the procurement documentation, you can determine what materials and equipment are "actually" used in construction and verify compliance of those materials and equipment with the design requirements;
  • quality of supplies The materials and equipment supplied to the facility under construction are accompanied with certificates of quality and safety. Design supervision is required to verify that materials level of quality complies with the designers intentions.

Design supervision may include other tasks depending on the construction project and types of work.

Their scope is defined at the design stage.

Based on particular tasks, evaluation requirements, acceptance criteria, designers mandate and role in design supervision are stipulated.

The following items must be stipulated in detail by the contract:
  • buildings and constructions that will be covered by design supervision;
  • construction site visits schedule; scope, type, nature and duration of works;
  • procedure for carrying out inspections and their number;
  • procedure for inviting a design supervisor for intermediate acceptance of critical structures and examination of concealed works;
  • financial relations and penalties in case of failure to meet contractual obligations.

Depending on contractual terms design supervision may include the following:
  • scheduled site visits (1-2 times a week or less often for remote sites) to inspect work results and make appropriate notes in the site diary;
  • deal with issues concerning the design documentation that may arise for the Customer or the construction contractor;
  • issue additional, corrected or updated design documentation that may be required during the construction process;
  • random inspection of construction and installation works quality to verify their compliance with design concepts, construction rules and regulations;
  • participation in acceptance of concealed works and of the works that are critical for building structural stability or for the functional and aesthetic result;
  • visits upon the Customer's request.

One should bear in mind that complete verification of construction work process and quality is the responsibility of Technical Supervision (a function of the Customer's department), whereas Design Supervision only verifies that the result of already completed works complies with the design engineering concepts.

  • prevent mistakes in the process of construction;
  • avoid any factors that may result in deterioration of construction quality, impair buildings safety and reliability or negatively affect their performance characteristics, as well as make sure that the final result perfectly complies with the design.
